Melayna Simister is a Senior Workplace Strategist with Public Services and Procurement Canada’s (PSPC) Real Property Workplace Solutions team. With over a decade of experience in the private sector designing innovative workplaces for a range of clients, Melayna combined her background in psychology and social theory with extensive research in Activity-Based Working to promote a data-driven and user-experience based approach to workplace design. In her current role, Melayna is leading the development of the new GCworkplace design guide and toolkit for workplace fit-ups across Canada.

Carolyn Lascelle, GCworkplace Senior Interior Designer, Public Services and Procurement Canada
Carolyn Lascelle is a Registered Interior Designer and has been practicing interior design for nearly 20 years. Having joined the public service in 2010, she has worked as a Design Manager at PSPC for several major fit-up projects, and was a member of the Workplace Solutions Interior Design National Centre of Expertise team, contributing to the development of the GCworkplace Design Guide and Toolkit. Currently, Carolyn is working with the Place du Portage Phase III Renewal Project team, applying her design expertise to help modernize the workplace in this significant building complex.

With remote working and virtual presence on the rise, the role of the workplace is evolving. Through careful consideration of the user experience, workplace real estate can be leveraged as a tool to promote organizational values, attract talent, enable innovation, tap into the power of a diverse workforce, and foster a culture of equity. The Government of Canada has developed a vision for a modern workplace for the new public service: GCworkplace. In partnership with private industry, GCworkplace is promoting a user-centered design approach to transform the workplace experience.

Nikki Steele is the Interior Design Principal with FBM Architecture | Interior Design in Halifax, Nova Scotia. She successfully manages small- to large-scale projects for public sector, corporate and hospitality clients. Nikki is well versed in office fit-ups for the federal government, alternative office planning solutions, functional programming, furniture procurement, and sustainable design. As a Registered Interior Designer with Interior Designers of Nova Scotia (IDNS) and a Prosci® Certified Change Management specialist, Nikki provides clients with tools and techniques that support organizations and their employees through the successful transformation of their workplace.

Consultative Design – Prioritizing the End-user Experience to Develop Effective GCworkplaces

The objective of this presentation is to encourage Real Property Leaders to embrace new consultative approaches to workplace design that leverage flexibility and meet a variety of end-user needs within the broad spectrum of GCworkplace options.
Abstract

With the introduction of the GCworkplace fit-up standards, the end of the one-size fits all model provided government departments with an opportunity to re-evaluate how it could offer work spaces to meet employee needs. Along with the broad range of options that GCworkplace offered came the challenge of determining which options were right for the end-users (employees). Recognizing the need for change to not only the physical space and the way end-users work, but also how the workplace needed to be designed, Samantha and Ben took the opportunity to build an end-user focused process that functions as both a design tool to ensure functional requirements are met, as well as a change management tool to engage end-users throughout the life of the project and beyond. 

The resulting Consultative Design Process begins with an extensive needs gathering phase that includes a multi-faceted approach to gathering information from a variety of sources which enables effective design that can meets specific end-user requirements. Next, end-users are included in aspects of the design process to increase positive engagement. This aspect helps create ownership over the new work environment and aims to reduce the anxiety that can spawn from perceived lack of control over a change. Throughout the process, a team-specific change management strategy is developed and implemented in collaboration with the end-user and their management teams to help ease the transition into the new space. Finally, the Post-Occupancy Phase supports end-users as they adapt to their new work environment and evaluates the success through measurable key performance indicators. 

This presentation will discuss the how each phase improves the design, and most importantly, the employee experience throughout a Fit-Up project to increase the chances of success. Challenges and key lessons learned from progress with the Consultative Design Process to date will be discussed ahead of a question period.

A self-proclaimed design-nerd and GC Rookie, Samantha Rao has brought her passion for User-Experience Design from her online e-commerce design agency to the Government of Canada where she works with end-users to drive innovations within the workplace by helping them build their future GCworkplace. By taking a human-centred approach to design, she engages users to find ways of adapting into a healthier, more flexible work environment. Ben Sharpe, Senior Strategic Planning Analyst, Government of Canada
Along with expertise in strategic communications and change management, Ben Sharpe leverages a passion for improving the workplace experience to support the development of Justice Canada's Workplace Accommodations Strategy. Since 2016, he has been spearheading the strategic planning efforts of the National Accommodations Division, focusing on innovation, research, critical analysis, and stakeholder engagement to enable effective workplace transformation at JUS. Ben has earned the designation of Facility Management Professional from the International Facility Management Association and is a PROSCI™ Certified Change Management Practitioner. “When do We Move?”: Understanding Readiness for a New Workplace

The objective of this presentation is to take a people-centric view of readiness, focusing on two additional and parallel time-lines that are not clearly articulated, seldom move in harmony with build-out of the space, and often managed without the same level of attention as the project build-out: technology and people.
Abstract

New workplaces are more than moving into new space – they often involve new ways of working. This presentation will focus on understanding what drives time-lines in relation to delivering new workplaces. Conventionally most schedules and time-lines are built around the needs of the physical space – how long will construction be? What is the delivery time on the new furniture? How long will it take to move the occupants back in? These are the typical issues that are considered, however, moving to a new workplace is no guarantee that people will start working in a new way.

This presentation will take a people-centric view, and focus on two additional and parallel time-lines that are not clearly articulated, seldom move in harmony with the build-out of the space, and often are not managed with the same level of attention as the project build-out: the technology time-line and the people time-line. A successful workplace project can, in part, be contingent on being aware and cognizant of readiness in all three dimensions – space, technology and people – and managing accordingly.

Readiness for agile, free-address or activity-based working is predicated on employees being mobile, and runs deeper than issuing people with smartphones and laptops. Mobile work solutions are difficult to use for people who need to rely on paper – and while “purge parties” and wide-spread document scanning programs are very common, they are a superficial solution. New workplaces come with new technology solutions such as space reservations systems, new meeting room equipment, soft phones, virtual collaboration tools (such as Skype for Business) etc. Piling onto the need to adapt to a new and different work space, is learning to use new technologies. From the occupant’s perspective, it’s a lot to absorb… and the time horizon and process to adapt for each person is different.

The presentation will take an occupant-centric view of change, providing a framework for understanding readiness across multiple dimensions beyond delivering the physical space. The presenter will take a deeper dive into the pillars of understanding readiness from a technology and people perspective, and provide techniques for overlaying these factors into the typical workplace project schedule. Building on concrete examples of challenges, the presentation will illustrate things to think about when assessing readiness and planning a workplace project.

Judith Amoils’ consulting career blends a background in architecture, experience in the real estate industry, with expertise as a management and business consultant. Her experience allows her to align an organization’s business strategy and how employees work, with their space, workplace, and real property portfolio. Leveraging over twenty years of experience in architectural design, real estate development, and a consulting career with PricwaterhouseCoopers, IBM and CBRE, Judith established ThinkingStrategy: New Paradigms Inc., to provide management consulting services to public and private sector occupiers. She has worked extensively with public sector organizations at the federal, provincial and municipal levels.

Deloitte Canada: Our Accessibility Journey

The objective of this presentation is to share the story of how Deloitte Canada has adapted a more accessible and inclusive culture, culminating in our workspaces meeting the highest standard for accessibility.
Abstract

Deloitte’s inclusion journey has been both long and winding, and like most organizations, complex and individual. We have learned, shared and continue to push for, an inclusive workplace. Our stated goal of becoming the most inclusive professional services firm for people with disabilities is based upon our belief that by doing so, we will be a more successful and profitable professional services firm.

The Foundation: In the summer of 2012, Deloitte’s General Counsel, Kenneth J. Fredeen, was appointed Chair of a Federal Government Panel which studied and reported on marketplace opportunities for people with disabilities in the private sector. The Panel’s report was tabled in January 2013 and it received international attention. Since then, Mr. Fredeen and Deloitte have been recognized for their leadership around persons with disabilities. In December 2016, Mr. Fredeen was the keynote speaker at the first annual International Harkin Disability Summit in Washington DC, and his message was simple: hiring people with disabilities was not the “right thing to do”, but that it made business sense. At the 2018 Harkin Summit, Deloitte’s Inclusion Lead, Lenore MacAdam, will be presenting a workshop about disability as we move into the workplace of the future.

In this presentation, we will take the audience through Deloitte’s journey over the past few years as we’ve focused on accessibility as a national area of focus. This has been a changing landscape which has required a constant change management mentality.

Areas to be covered include:

  • Creating a national accessibility strategy at Deloitte Canada;
  • Engaging our employees;
  • Partnering with community organizations such as CNIB and Special Olympics; and,
  • Working with the Rick Hansen Foundation to collaborate on our corporate real estate projects, ensuring we are hitting a gold standard in accessibility.

Lenore MacAdam, Lead, Inclusion, Deloitte Canada
Lenore MacAdam leads Inclusion at Deloitte Canada, and is a member of the National Inclusion Advisory Council.

Lenore represents Deloitte as a member of the Ontario Employers' Partnership Table – a group formed to advise the government on innovative ways to connect more people with disabilities to jobs.

She previously led Deloitte’s LGBTQ employee resource group, and is currently an advisor to the Accessibility Employee Resource Group. She also serves as the Chair of the Board of Pride at Work Canada, and is on the board of Canadian Business SenseAbility.

Lenore has a BAH in Communications from Queen’s University and an MBA from the Rotman School of Management at the University of Toronto.

The Business Case for Healthy Workplaces

Abstract

There is a strong connection between the health and well-being of people and their work environments. When people feel valued, respected and satisfied in their jobs and work in safe, healthy environments, they are more likely to be more productive and committed to their work. When the workplace is unsafe, stressful or unhealthy, ultimately both the organization and the employees are hurt. Everyone benefits from a healthy workplace.

Patrice Collin, Manager, Workplace Modernization, Innovation, Science, and Economic Development Canada
Patrice Collin is currently working at Innovation, Science and Economic Development Canada leading Workplace Modernization for the department, and he had spent the last year launching and managing the Canadian Innovation Centre for Mental Health in the Workplace which is was the 1st of it's kind in the Federal Public Service. He has 20 years’ experience managing complex projects and diverse teams in both the public and private sector. He has had the luxury of working in several disciplines during his career such as IT, communications, sales, procurement and real property. Workplace modernization and Healthy Workplaces are passions that bring together many of these different professions and he is a strong advocate of small ‘C’ change (grassroots) approach to innovation in the federal government.

Wellness - How "Fit" is your Workplace?

The world of workplace has more data at its disposal than ever before, which has the potential to fuel a new wave of evidence-based, human-centric design and a new approach to the all-important employee experience. An increasing number of workplaces are moving to a flexible working structure in the hope of providing employees with an effective workplace. But how does a move to flexible working impact a sense of community at work, can flexible working cater to all employees regardless of role complexity, and is it truly able to support a high-quality employee experience? Dr Peggie Rothe, Leesman's director of insight and resident academic, (or Eleanor Forster, MD for Leesman in North America) will discuss the views of more than a quarter of a million employees worldwide, and unveil the factors that impact flexible working and the employee experience. This session will provide the audience with a framework to acquire a holistic view of how workplaces and assets are performing.

Prior to joining Leesman in 2014, Dr. Peggie Rothe worked at Aalto University, in Finland, where her research focused on corporate real estate and workplace management. Her topics included usability of work environments, office occupiers' workplace preferences and corporate short-distance office relocations. She has published her findings in several peer-reviewed academic journals and earned her doctorate in 2015. Peggie has a deep understanding of the user perspective of the built environment and is passionate about modern ways of working and the strategic role of workplaces.

Find out about the story behind two of the most successful GCworkplace designs: suite 226 at 25 Eddy; and, suite 9A1 at Portage III. Both of these innovative pilot projects have pushed the limits for innovative design within the Public Service. They have been designed as unassigned, activity based workplaces, in support of the "Changing the Way We Work" initiative and each carry a story of vision, challenges, innovation and success.

Julie Jocelyn is the GCworkplace Chief Interior Designer and head of the Interior Design Division of Workplace Solutions, Public Services and Procurement Canada (PSPC). She has worked as an NCIDQ certified Interior Designer with PSPC for the past nine years. Prior to joining the public service, Julie worked for several years as an Interior Designer with a corporate design firm and as a professor in the Interior Design program at La Cité collégiale in Ottawa, Canada. Under Julie’s guidance, the Design Management team and Interior Design National Centre of Expertise is working to transform the Government of Canada workplace, by introducing user-centered design methodology and innovative workplace strategies. Julie has been a leader in modernizing the federal public service experience as it relates to Interior Design.

The objective of this presentation is to provide an overview of the GCworkplace Transformation Playbook. It will show how we are approaching the new GCworkplace, the steps we're taking to get there, and ways you can implement the near and far-term transformations. You will hear how you can use this tool to plan your journey to a more flexible, healthy, efficient, collaborative, inclusive, digital and green workplace. You will also hear from the Employment and Social Development Canada (ESDC)/Public Services and Procurement Canada (PSPC) team who, using an integrated approach, have used this tool to support ESDC on their journey to a modern and inclusive workplace.

Serge Legault is a manager within Real Property Services and is the lead for the GCworkplace Transformation Playbook and supports client organizations in implementing integrated workplace solutions. Prior to joining Public Services and Procurement Canada, he was the Assistant Director of Real Property for the National Capital Region within the Real Property and Service Integration Directorate at Canada Revenue Agency. Serge has 15 years of experience working in Real Property and Accommodation services within Government.

Kristina Dunmall, Security Specialist, Public Services and Procurement Canada
Kristina Dunmall is a project manager with Public Services and Procurement Canada (PSPC) in the Security and Emergency Management Sector. Her current role involves providing security advice and guidance related to GCworkplace in an effort to advance and improve security within the Government. Prior to joining PSPC, she was the Deputy Departmental Security Officer at Finance Canada. Measuring the Performance of the Workplace

Suesan and Terrence will present the key findings from their Workplace Performance Survey, which measures the performance of the new activity-based workplace concept. Employees were surveyed on their work arrangements and their perceptions of the importance of and their satisfaction with workplace elements before and after workplace transformations, providing valuable data on the extent to which the new workplace design meets its goals.

Suesan Danesh is a Prosci® certified change management practitioner and manages the GCworkplace Change Management Office at Public Services and Procurement Canada within the Workplace Solutions program team. Suesan brings her expertise, knowledge and experience to contribute to the success of workplace modernization across the Government of Canada, specifically in ensuring the engagement of employees in the changes that are being planned. The constitution of the workplace is changing: the advancement of mobility, activity-based workplace (ABW) and co-working applications illustrates that progressive workplace solutions are a means to consolidate real estate, improve collaboration, enhance productivity and attract talent. It also necessitates that Real Property professionals must likewise evolve – and at an equivalent pace. Dr. Lisa Chillingworth Watson is a Workplace Strategist and co-founder of AWE – Agile Work Evolution – a firm specializing in the design, build and implementation of workplace strategies. AWE’s purpose is to help employers perform better by aligning the work, workforce and workplace. AWE addresses the necessary engagement of stakeholders and “people side” of activity-based work environments. The firm has a concentration in flex work solutions for public and private sector organizations, including federally regulated industries.

Among her credentials, Lisa holds a Ph.D. in Management and Business Administration and a Masters degree in Project Management. She is also a certified Project Management Professional, LEED accredited professional and Prosci® change management practitioner – and recipient of the 2012 Governor General Gold Medal Award from His Right Honourable David Johnston. Lisa has a number of journal publications including a recently co-authored article in Canadian Facility Management and Design magazine entitled The Workplace Move: An Impetus for Change.

Worker wellbeing is influenced by many workplace factors from physical to environmental to psychosocial and psychological. Enter a new staple for corporate due diligence with respect to enhancing occupant health, safety and well-being and optimizing system performance – CSA Z412-17 Office Ergonomics – An application standard for workplace ergonomics. This standard applies to all users in office workspaces in new and existing buildings. It contains high level requirements as well as detailed requirements for the application of ergonomics in office work systems including the workstation, environmental conditions, manual materials handling, psychosocial workplace factors and psychological health. Come to learn about this standard and its usefulness in the design and redesign of office workspaces.

Lucy provides strategic guidance and technical leadership throughout the life cycle of office furniture. She also helps clients through educational activities and proactive advice on ergonomics issues in their workplaces. The objective of this presentation is to share CFIA’s ABW journey and highlight some of the tools they have developed along the way.
Abstract

The Canadian Food Inspection Agency (CFIA) has taken a lead role in developing and implementing the Government of Canada’s activity-based workplace (ABW) as part of the Agency’s Workplace Optimization Initiative by leveraging the Agency’s experience with innovative and changing work environments. Through the use of multidisciplinary national and local project teams, the Agency is implementing ABW in eight locations across the country implicating approximately 1,000 employees from frontline inspectors, to procurement specialists, with diverse functional requirements. The CFIA will outline its journey, underscoring that ABW isn’t just about fit ups and technology, but people, from communication to change management to stakeholder engagement. CFIA will also highlight some of the tools they have developed along the way.
