David R. Cooke

With over 30 years experience in the federal government, including with Public Works and Government Services Canada, Fisheries and Oceans Canada, the Canadian Coast Guard and Health Canada, a strong academic background (Masters Certificate in Project Management) with many professional designations such as Real Property Administrator, BOMA Facilities Management Administrator and Project Management Professional, and as an RPIC Board member for six years, David R. Cooke has made exceptional and sustained contributions to Real Property Community, both on the national and regional stage. Known for his knowledge and dedication to nurturing and educating real property professionals, David was chosen to teach mandatory courses at the Canada School of Public Service. He mentored and supported employees and colleagues throughout his career and has been RPIC’s voice in the Atlantic Region. By applying his strong technical knowledge and his leadership on interdepartmental teams he was instrumental in the development and implementation of many best practices, policies and guidelines that continue to be used today, including Treasury Board policy instruments. Tunney's Pasture Master Plan

 Tunneys Pasture Master Plan SMALL

The National Capital Commission formally approved the Tunney's Pasture Master Plan in September 2014. As one of the largest federal campuses in Canada, the master plan sets an important precedent in the redevelopent of government-owned urban lands. TPMP is also the first federally-driven mixed use project in Canada, making it an important precedent for similar provincial- and municipal-level projects. In the future, this project will become a best-practice case study and help urban planners and designers refine strategies for sustainable development, transit-oriented development, complete communities and federal government innovation districts.

Development and Implementation of the Real Property-1 RP-1 Contracts-Development and Implementation of the Real Property Branchs RP-n Oversight Framework SMALL 

RP-1 contracts are state of the art procurement mechanisms that are in line with the government’s focus on finding efficiencies through streamlining, generating savings from operating expenses and leveraging innovative approaches. This award is being presented to members of both the Oversight Framework Team and the RP-1 Implementation Team.  From development to full implementation of the RP-1 contracts, including the development of an Oversight Framework designed to evaluate results and manage risk, the leadership and commitment of team members was outstanding.  The Implementation Team, representing their respective Directorates (a total of 45 employees), has worked tirelessly over the past 5 years to develop and implement the RP-1 contracts. The sum of their work includes, but is not limited to: the development of the RP-1 Statement of Work, RFP and Evaluations, TB Approvals, Transition activities, components of the Oversight Framework (noted above), and Training on all elements of the contracts. The six contracts, valued at $23 billion (if all options are exercised), have been successfully awarded and implemented. An unprecedented and monumental task, involving significant collaboration both within PWGSC and tenant departments, which will ensure positive results from a whole of government perspective.

Acadia Park Disposal Project SMALL

This disposal of the vacant Acadia Park properties in Moncton, New Brunswick for the Department of National Defence was a dauntingly complex project and a tremendous success for PWGSC. Beyond ensuring DND obtained value for their investment on all 74 properties, the team was faced with balancing public interest and maintaining the integrity of the real estate market in Moncton. Effective communication was integral to the success of this project, as heavy analysis and research was necessary to understand the concerns of all stakeholders. Through their innovative project management approach and strategic partnership with the industry, the disposals were executed efficiently and effectively restoring the community to a fully occupied and vibrant state.

Solar Lighting Demonstration Project at the

The project is located at the Canadian Embassy in Berlin and was part of Sustainable Development efforts of the Department of Foreign Affairs, Trade and Development Canada. It was a four-way public/private partnership to implement a demonstration project of a highly innovative Canadian solar lighting technology that captures sunlight and beams it to the interior of a building as lighting. This important innovation can generate significant energy cost savings while producing zero greenhouse gas emissions. As such, this technology can offer multiple benefits to a building while achieving broad and long term sustainable development objectives.

Metro Vancouver Strategic Disposals SMALL

After over a decade of stalled efforts to dispose of three high profile surplus strategic properties in Metro Vancouver on an individual basis by separate departments, on September 30th, 2014, Public Works and Government Services, the Department of National Defence, and the Department of Fisheries and Oceans transferred (by sale) these properties to Canada Lands Company CLC Limited. The sale, valued at $307.2 million, was a historic moment for Canada, three First Nations – Musqueam Indian Band, Squamish Nation and Tsleil-Waututh Nation, and CLC and will likely be considered one of the most important real estate deals in Pacific Region. This was accomplished through the cooperation, hard work, dedication and respectful negotiations that took place between the three First Nations and the three departments speaking with one voice for Canada. The deal involved three principle agreements: an agreement between Canada and the three First Nations regarding the fulfillment of the Crown’s obligation to consult and accommodate, a purchase and sale agreement between Canada and CLC, and a joint venture agreement between the three First Nations and CLC. This also resulted in the three Nations entering into an unprecedented protocol agreement for the sharing of economic benefits between the Nations. This innovative approach is a model for future strategic disposals and demonstrates that success is achieved by working collaboratively, fostering relationships and building trust among all stakeholders.

National C-25 Construction Program

In response to Bill C-25 – Truth in Sentencing Act, Correctional Service of Canada and its partners delivered a complex, nation-wide $751M construction program, comprising of approximately 70 projects, within extremely tight time lines. The program consisted of the construction of new living units at all security levels in existing institutions, the expansion of existing living units, and the addition of associated supporting infrastructure – all within the constraints of a correctional environment. Delivery of the program by the tripartite of CSC, PWGSC and MHPM Project Managers Inc. required the integration of a variety of program and project delivery systems; effective communication; and innovative design, tendering, and construction approaches. This initiative has resulted in both CSC and the Government of Canada having gained a greater understanding of the processes and best practices associated with the delivery of a nation-wide construction program of unprecedented scale and complexity.

Correctional Services Canada collaborated with the Royal Canadian Mounted Police to renovate 'B' Block at the RCMP's Regional Training Academy (i.e., Depot) to accommodate CSC's induction training program for all CSC's new recruits. By reprogramming 'B' Block for CSC, the formerly mothballed RCMP dormitory building was creatively converted to space to mimic CSC's medium and maximum security institutions, create space for virtual learning and testing of new technologies, fit-up administrative office space and bring the building up to National Building Code standards. In addition, by introducing CSC's centralized training program at Depot, Public Safety Canada is extracting greater efficiencies from the common amenities at Depot (e.g., cafeteria, gymnasium, use of force training facilities, etc.)

Robert Kilpatrick

Robert Kilpatrick SMALL

Bob Kilpatrick has made a significant contribution to the federal real property community, both through his exceptional community leadership as a Director within the National Research Council where he has worked in excess of 28 years, as a member of the Professional Engineers of Ontario, the American Society of Heating, Refrigerating and Air Conditioning Engineers and as Director with RPIC. His achievements throughout his professional career are many, however, this nomination focuses on his service excellence to this community through his volunteer work with RPIC.

A valued Board member with over 10 years of dedicated service, as a Director and Treasurer, Bob was instrumental in strengthening the accountability, transparency and reporting on the financial position of the Institute which has led to its long term sustainability to support the community. In addition, he has worked tirelessly on professional development and training for the community, bringing together experts from public, private sectors and academia. Holding Chair and Co-chair positions for National and Regional Workshops he led the development of high quality programming, resulting in significant benefits to this community of 10,000 functional specials.

Michel Falardeau

Michel Falardeau SMALL

With over 33 years in the federal public service, Michel provided Ministers, departments and Crowns with advice and guidance and continues to hold an executive role in Agriculture and Agri-Food Canada. Throughout his career, Michel spearheaded or was instrumental in advances and innovative strategies that have had a lasting positive impact on the Real Property Regime and management practices – all of which remain in place today. Examples include:
• Privatization of Airports;
• Re-vitalization of CLC as the government’s disposal agent;
• Development and implementation of the strategic disposal process (CLC and Departmental perspectives);
• Key role in the designation, planning and management of the Central Experimental Farm as a National Historic Site;
• Development of innovative and collaborative strategies to meet science program needs;
• Led a massive and complex divestiture program for AAFC.

Michel’s leadership, dedication, extensive experience, commitment to stakeholder engagement and the sharing of best practices contributed to both his personal success and to the community as a whole.

Mark Campbell

Mark Campbell SMALL

With more than 30 years service in the Real Property Branch at PWGSC, Mark has long exemplified a level of leadership and commitment that can serve as a model to others. He has led by being among the finest examples of a true professional and an extraordinary role model supporting senior managers and executives, as well as inspiring employees. An outstanding leader, wise mentor, teacher and colleague, Mark helped advance the priorities of the Branch in many ways. From his early days at the Central Experimental Farm, to successfully managing major crisis, to his most recent role where he was instrumental in moving the Transformation agenda through Real Property contracts, he has made a significant contribution to the Real Property program as well as to the careers of many employees in PWGSC.

The rehabilitation and heritage restoration of the Sir John A. Macdonald Building at the prominent location of Wellington and Sparks St, across from the Parliamentary Precinct, is a significant accomplishment in heritage conservation. Built in the 1930s the building’s architecture is a noteworthy example of modern classicism. It received a “Classified” heritage designation in 1986.

The rehabilitation project, valued at $99M, began in 2012 and involved structural and seismic upgrades; interior refurbishment; the replacement of the mechanical, electrical, plumbing and life safety systems; and the construction of an annex. The project achieved the goal of full heritage restoration and the building was unveiled in June 2015. The buildings elaborate windows were repaired, stonemasons repaired the deteriorated masonry joints. The multi-use conference centre, now modernized to the 21st century standards, retained its impressive limestone walls and elegant features. An atrium provides a transition between the modern and heritage area of the building.

The building now serves as the Confederation Room, hosting large meetings and ceremonial events for Parliament.

Natural Resources Canada positioned itself as a government leader in implementing state-of-the-art, energy-efficient programs in all its major buildings through its Low Carbon NRCan Initiative. NRCan has committed to reduce its greenhouse gas (GHG) emissions by 17% from 2005-06 baseline by 2020. Highlights of the initiative are:
• 10 Energy Teams responsible for the implementation of all processes and projects
• Centralized technical support team
• Completion of 62 energy efficiency projects, including:
     o Existing Building Commissioning
     o Energy Performance Contracts
     o Energy and GHG tracking
• 10.7% GHG emission reduction up to 2014-15, on track to surpass the 17% reduction target.

Natural Resources Canada Low Carbon Initiative SMALL

Un total de 111 bâtiments totalisant plus de 431,644 m2 ont été examinés dans le cadre de l’étude de faisabilité réalisée par notre partenaire Honeywell Limitée de Québec déposée le 12 septembre 2011. Le personnel de génie du MDN, de CDC et de Honeywell ont développé les mesures éconergétiques qui rencontraient le cadre contractuel et l’ingénierie relative à la mise en oeuvre des solutions mécaniques a été confiée à notre partenaire le Groupe Roche de la ville de Québec.

Les mesures réalisées qui constituent la base de notre programme de modernisation énergétique ont eu pour effet de générer des économies sur le coût des services publics et d’exploitations tout en maintenant le confort des occupants. De plus, les solutions techniques ont eu pour effet de réduire les gaz à effet de serre associés à la production, à la distribution et à la consommation des sources d’énergie connexes.
