Northern real property assets are more challenging to maintain, construct, rehabilitate, and operate than non-northern ones. The recently completed Treasury Board of Canada Secretariat Horizontal Fixed Asset Review (FAR) report found that custodial departments are facing accumulating deferred maintenance, increasing costs, and pressure to modernize their real property assets. The four largest federal custodial departments with a northern real property portolio are National Defence, Public Services and Procurement Canada, the Royal Canadian Mounted Police, and Parks Canada. Session Description
Working above the 60th parallel can be quite challenging. Harsh weather conditions, difficulties arranging transportation to the site and other obstacles were encountered during the construction of the Canadian High Arctic Research Station (CHARS) in Cambridge Bay, a remote northern hamlet in Nunavut. CHARS is an innovative facility that supports a wide range of research needs to help better understand the effects of climate change. The RCMP has recently delivered three successful detachment replacement projects in the north, using an innovative construction approach. Session Description
Northern communities face a unique set of challenges in mitigating and adapting to climate change, with limited use of renewables and heavier reliance on expensive and carbon-intensive energy sources. The panel will provide their views on addressing these challenges, and designing buildings suited to northern Canada, integrating renewable energy and adaptation to climate change. The panel features engineers, environmental scientists and senior policymakers, from federal and territorial governments, providing wide diverse perspectives on successes and challenges with government policies and incentives.
