Nancy Fahey
RPIC Executive Director
Prior to becoming RPIC’s Executive Director, Nancy Fahey served as our Director, Business Sustainability on an Executive Interchange. She also previously served as a volunteer and a RPIC Board. Nancy brings over 34 years of federal government experience in real property and procurement; intergovernmental and industry relations; security management including incident command structure and cabinet affairs. Over the course of her career, Nancy had the pleasure to work at the Treasury Board of Canada Secretariat, Public Services and Procurement Canada, Agriculture and Agri-Food Canada and the Canadian Food Inspection Agency.
Rosa Paliotti

Rosa has been a longstanding contributor to RPIC, having served as President and in other Board of Director roles. She retired from the Treasury Board Secretariat in 2021 and is currently serving as our Director of Governance.

In April 2024, Naomi Minja joined the RPIC team as part of its Interchange Program. Her substantive role is as Regional Manager, Project Management, Real Property Branch, Public Services and Procurement Canada – Western Region. She brings with her over 10 years federal government experience along with 20+ years of private sector and professional regulatory experience. Naomi is an architect by profession with a career that includes architectural practice, executive leadership in professional regulation, professional development, communications, and marketing in both the for profit and non-profit sectors. Over the years she has volunteered her time in support of professional mentorship, exam development and is currently involved in the ongoing assessments of foreign-trained professionals.
As past Executive Director with The Alberta Association of Architects, Naomi was instrumental in the development and implementation of the association’s continuing education program. During this time, she was also a founding committee member for the development and launch of the national Examination for Architects in Canada (EXAC), now the standard of entry for all registered architects in Canada.
Naomi holds bachelor’s degrees in both Environmental Design Studies (University of Manitoba) and Environment Design (Dalhousie University), a master’s degree in architecture (Dalhousie University) and is a Registered Architect in Alberta. Naomi lives and works in Edmonton.

President and Principal Consultant for Hen Island Consulting
Scott Hamilton joined the RPIC Leadership Team in February 2024, in a newly created position of Mentorship Lead, to lead a review and relaunch of the RPIC mentoring program and to support professional development initiatives for the real property community.
In addition to his work with RPIC, Scott is also the President and Principal Consultant for Hen Island Consulting, a boutique consulting service that specializes in real property, facilities management, organizational development, and change management, which he started in November 2023, following a rewarding 31-year career with the Government of Canada. During his public service career Scott was privileged to lead a number of important projects, including three transformative projects at Library and Archives Canada: The Gatineau 2 project, to design and construction a new state-of-the-art archival preservation storage facility; the Ādisōke project, to construct a new joint facility for LAC and the Ottawa Public Library through a federal–municipal partnership with the City of Ottawa; and, the Real Property Branch Organizational Development project, to transform the Branch and ensure it was properly structured to deliver its custodial mandate.
Cameron McEwen

Cameron McEwen joined the RPIC Leadership Team as Director, Real Property Community Engagement in September 2024 as part of the Interchange Program, to further bolster collaboration and engagement efforts with RPIC partners.
Cam comes to RPIC as an executive from National Defence in Ottawa where he led the planning and programming of real property investments in support of the current and evolving needs of the Canadian Armed Forces, and also led innovative greening government efforts to ensure alignment with departmental and Government of Canada commitments on clean energy and greenhouse gas reduction.
Cam has held progressively advanced positions in multiple federal departments and the Treasury Board Secretariat since 1996, including those related to programme/project management, stakeholder relations, policy development/analysis, governance and funding approvals for numerous key Government of Canada priorities.

Dale MacMillan is an experienced executive with various organizations. She was appointed Vice President, Corporate Services and Chief Financial Officer in January 2017. In this capacity, she oversees the operations of the Finance and Procurement Services, Client Service Centre, Real Property and Planning and Management, Health, Safety and the Environment as well as Security branches.
Prior to joining the NRC, Ms. MacMillan served as Director General, Financial Operations and Deputy Chief Financial Officer at the Department of National Defence where she was responsible for financial accounting and reporting, policy, systems, internal controls, and accounting operations.
From 2006 through 2014, she worked with the Office of the Auditor General of Canada leading financial and performance audits involving numerous federal government organizations. She also led the Service Delivery and Information Management audit team as a specialist in these types of audits.
In addition, Ms. MacMillan spent more than 18 years working with the Canadian Broadcasting Corporation (CBC) in various roles. She started her career with CBC in corporate finance, followed by several years in Toronto with the English Services networks before returning to regional operations in Ottawa, all in various financial roles. She was a leader on the team that implemented the organization’s SAP solution in 1999 as well as leading several initiatives as part of the network’s transformation of their business processes and tools for the management of broadcast services in 2005.
Ms. MacMillan is a graduate from Carleton University with both a Bachelor’s and Master’s degree in Public Administration and holds a designation as a Chartered Professional Accountant.
